**Job Description**

AECOM is serving as the General Engineering Consultant on this first-ever Design-Build-Finance-Operate-Maintain contract for the Department of Transportation (GDOT). As the General Engineering Consultant, the AECOM team will be serving as the owner's representative to oversee the Developer during the final design and construction of this $1.2B+ project along SR 400 in the northern suburbs of metropolitan Atlanta. Design and Construction will begin later this year and likely carry into 2030/2031.

The **Construction Manager** will serve as a member of the Post-Let Management Team. The position will be located in the project field office near the project corridor to be determined by the Developer. The anticipated start date for this position is Mid-May 2024.

**Responsibility** :

+ Oversees the execution of OVTIP and other associated processes and procedures, which includes CPI verification and verification material testing.

+ Oversees the Developer’s execution and implementation of construction activities, , utilities and permitting

+ Assists in Project auditing of Developer by, working with the Construction Compliance Lead and Chief Field Engineer, to develop an audit schedule, identifying items for targeted auditing, developing the process and product audits form content, performs review of objective evidence to identify compliance, opportunities for improvement, or required corrective or preventative actions.

+ Oversees any construction quality related product/process audits, provides final recommendation to PMT PM/dPM on resolving NCRs, and Submittal reviews.

+ Coordinates daily activities with the Developer / IQF in managing the daily oversight activities.

+ Tracks and oversees the timely review of Developer management plans, and risk-based review of construction Submittals, field Change Requests, etc.

+ Assists the PMT PM/dPM in managing the deployment of efficient Project resources to verify GDOT contract obligations are satisfied, and work is performed efficiently.

+ Leads the operation of the Construction OV team, and oversight of the execution of all Construction OV functions.

+ Works hand in hand with Engineering Quality OV Manager and staff to address the issues (field Change Requests and NCRs) as they occur on the Project.

+ Coordinates with CBL to verify documentation is properly worded and routed per the PA.

+ Request advice from the CBL regarding PA interpretation.

+ Payment to the Developer – reviews the Draft SOV, provides comments on Developer progress, coordinates with PMT PM/dPM and attends/assists in negotiation meetings.

+ Assists dPM with processing GEC invoice.

+ Attends and engages in internal and external meetings and reviews the meeting minutes.

+ Oversees the identification and tracking of emerging engineering related Project issues and informs the PMT PM/dPM of any matters requiring additional support or escalation.

+ Administers the verification of the Project Progress Schedule (after final design).

+ Documents and reports on progress of the Work. Interacts and assists in coordinating with Project stakeholders.

+ Assists with compilation and documentation of Project lessons learned with the PCE.

+ Administers the Technical Review and Recommendation (TRR) process and coordinates with the appropriate Leads and supports CBL in crafting draft recommended responses to Developer asserted claims for GDOT consideration.

+ Oversees the implemented documentation of the OVF, CQAF, and Developer.

+ Oversees the training and coaching of OVF team members, establishing and enforcing safe working habits of field personnel, and recruiting/terminating field personnel as needed.

+ Responsible for verifying duties required to be obtained by the Developer and IQF in order to obtain Project Work Final Acceptance.

+ Manages the staffing levels required for performing adequate Project oversight.

+ Produces weekly staffing and look ahead schedules for OV activities.

+ Identifies, develops, distributes, executes, and audits OVs.

+ Attends meetings with Developer and other stakeholders. Reviews and comments on meeting minutes. Produces information and documentation, as requested by GDOT and/or

+ PMT PM/dPM, to support such meetings.

+ As appropriate, issues NCRs when Work is found to be out of compliance.

+ Assists with compilation and documentation of Project lessons learned with the PCE

+ Monitors Developer’s implementation and resolution of NCRs.

+ Oversees the execution of training and certifications for construction OV members.

+ Develops or assists with the development of reports required for FHWA, SRTA, GDOT, or others.

+ Responsible for providing oversight of the performance of maintenance during construction.

+ Proactively manages their Team/Staff.

**Qualifications**

**Minimum:**

+ BA/BS in Construction Management, Civil Engineering, or related field and 8 years of construction management experience or demonstrated equivalency of experience and/or education.

+ Valid Driver’s License required to visit project sites, clients, and other AECOM offices. As a condition of employment, selected candidate must pass a Motor Vehicle Records review.

**Preferred:**

+ Experience with GDOT design criteria, standards and regulations

+ Experienced in Construction project life cycle.

+ Experience in all phases of construction projects; budgeting, scheduling, resource allocation, and subcontractor/vendor coordination

+ Possession of a professional construction certification such as the Certified Construction Manager (CCM), Associate Constructor (AC), Certified Professional Constructor (CPC), or Project Management Professional (PMP)

Offered compensation will be based on location and individual qualifications. The expected range is $107,000.00 - $175,000.00.
